Health and Safety Plan and File

According to Presidential 305/96 Health and Safety Plan and File should be drawn up in each technical project. The Health and Safety Plan and File is compiled by the contractor of the entire project or if it does not exist, then by the developer.

The Health and Safety Plan should:

  • Be drafted during the design and preparation phase of the project and implemented during the implementation phase in accordance with the developments and changes that may occur
  • Includes the rules applicable to the respective construction site, taking into account any activities carried out simultaneously or sequentially
  • Contains specific measures for activities with specific risks. These include e.g. work that puts workers at risk of strangulation, falls, asphyxiation, chemicals or biologicals, etc.

The Health and Safety File should update and aggregate all the elements of the Health and Safety Plan, to reflect the project as it was eventually implemented. The Health and Safety File includes useful information for the operation and maintenance of the project such as maintenance, conversion, cleaning, etc.

During the project, the Health and Safety Plan and File are kept at the construction site under the responsibility of the contractor or project developer and are available to the supervisory authorities. Upon completion of the project, the Health and Safety Plan and File accompanies the project throughout its life and is held under the responsibility of the developer.

The methodology used in ErgoProlipsis for the preparation of the OSH is carried out in five stages:

  1. Research and data collection (study permit, project description, individual study data, plans, occupational risk assessment),
  2. Incorporation into the Health and Safety Plan of the project phases and the work succession plan
  3. Consideration of the mutual risks arising from spatial and temporal overlap or succession of tasks
  4. Coordination of required security measures and facilities, taking into account the succession plan
  5. Suggestions for technical improvements and specifications.
